No assurance can induce Russia supply additional statistics but clearly may uncover additional Russian information. Institute Agriculture not functioning adequately. Clearing house may stimulate reforms. Our foreign services can secure much valuable data but not in as strategic position as clearing house to influence activities other nations. Great effort at Conference to place American delegation in negative position. Clearing house purely informational and educational and believe our participating desirable.”
