147. For Olsen from the Department of Agriculture. Cable your personal opinion fundamental value wheat clearing house and permanent participation of this Government. What evidence is there that clearing house will obtain data not obtainable by our foreign services and International Institute of Agriculture? Is there assurance Russia will furnish clearing house information not otherwise available? Will clearing house be able induce participating Governments to improve their official wheat statistics beyond improvements obtainable without creating a new agency?
