The Acting Secretary of State to the Minister in Switzerland (Wilson)
[Paraphrase]
Washington, August 7, 1931—5

88. Legation’s 99, July 28, 5 p.m. Your proposal to have Germany present a resolution on a silver conference to the League of Nations meets with our approval. You should confidentially push it. Our Ambassador in Germany54 is being informed of these proceedings but advised not to initiate anything. This Government attaches great importance to the silver problem. Consequently, you should be very active but discreet in the matter.
