51. Embassy’s 49, February 20, 4 p.m. You will acknowledge to Mr. MacDonald the receipt of his communication relative to an international conference on silver. Tell him that we are giving the matter consideration and especially his more comprehensive plan to handle the situation. It should be made clear to the Prime Minister that, owing to the pressure of business attending the adjournment of Congress, we cannot reply immediately.
