You are directed to acknowledge receipt in the usual informal manner of the Secretary-General’s communication to me of September 29th, and to embody in your acknowledgment the following “In reply, the United States Government, while thanking the Council of the League of Nations for its courtesy in extending this invitation, does not expect to participate in the work of this committee.”38
