The Ambassador in France ( Edge ) to the Secretary of State

Sir: I have the honor to inform the Department that the 327th meeting of the Conference of Ambassadors was held at the Quai d’Orsay on January 12th last.

While in its telegram No. 243, May 7, 1921,29 the Ambassador at that time was instructed by the Department to resume his place as unofficial observer on the Conference of Ambassadors for the purpose of making reservations for reference to the Department on decisions affecting the interests of the United States, etc., I find that my predecessor30 for some years prior to his death had discontinued attending personally, sending a representative of the Embassy to act in his place. Feeling that the presence of the Ambassador, after so many years absence, might be misinterpreted as possibly showing a reawakened interest in an organization which, after all, is almost defunct, (the meetings were originally held once a week, then once a month, and now occur only once or twice a year,) I decided to follow the precedent established by my predecessor and accordingly sent the Counselor of the Embassy.31
