The Chargé in Austria ( Swift ) to the Acting Secretary of State

100. The Legation has been informed by the French Minister that Vice Chancellor Schober, prior to his departure to attend the League meeting at Geneva, stated that the Austrian Government had decided to abandon the idea of a customs union with Germany in view of prevailing conditions in Europe and that the League of Nations would be notified. The Austrian Government desires that a similar declaration be made by Germany.

Rumor has it that on returning from the meeting at Geneva, Schober will resign his place in the Cabinet for the reason that his position will be decidedly weakened without the support of the pan-German element. It is also rumored that Seipel23 will probably succeed him.
