The Ambassador in Belgium (Gibson) to the Secretary of State

[Paraphrase]

22. Department’s 15, March 30, 1 p.m. I am advised by the Foreign Office that, when the Belgo-Luxemburg customs union was established in 1921, Belgium had commercial treaties containing unconditional most-favored-nation clauses with France, Great Britain, and the Netherlands.
