His Majesty’s Government in the United Kingdom consider that the only practical way of discussing naval disarmament generally is to assume that, so far as parties to Part 3 of London Naval Treaty are concerned, the figures to be inserted in the disarmament convention will be in accordance with the limitations already agreed at the Washington and London Naval Conferences and that the consequently resulting convention will be coterminous with the Washington and London Naval treaties.
