May I express to you the profound pleasure with which I have received the news of your appointment as President of the forthcoming general disarmament conference.6 In view of your sincere and enthusiastic leadership in the worldwide movement toward an effective limitation and reduction of armaments, I believe that no wiser choice could have been made. Please accept my sincere personal congratulations.
