Supplementing my 168, September 27, 11 a.m. Conversations later today have revealed that French text may permit France to continue naval construction under its 5–year building program while other states would undertake to abstain from “new initiative”. Grandi now flatly refuses French text. There will probably, therefore, be no unanimous agreement tomorrow other than Scandinavian resolution.
