114. Reference is made to your telegram of September 18, midnight, No. 139. When the official invitation has been received by you you may reply to it by a note transmitted to the Secretariat of the League on my behalf, in which you accept in appropriate language the League’s invitation to the United States to send a representative to the Third Committee of the Assembly for the sole purpose of participating in the discussions of the proposal of Signor Grandi for a truce on armaments (as described in your telegram No. 132, September 16), and informing the Secretariat that you have been appointed the representative of the United States. You are directed to telegraph the Department immediately the text of the League’s invitation and of your reply thereto, which should not be presented to the Secretariat before Monday morning. On Monday morning we will also give this to the press.
