This Embassy’s 836 of December 3, noon.43 No reply has been made to the Italian Government’s proposals, it is understood here; but the Chief of the Intelligence Office of the General Staff of the Ministry of Marine, Captain Fernet, has informed the Naval Attaché of this Embassy that it is the opinion of the Ministry of Marine that the proposals are completely unacceptable to the French Government. Information repeated to Rome, Brussels, and London.
