435. Craigie informs me by informal letter that Massigli in Paris today received the proposals to which reference was made in my telegram 414, October 13, 3 p.m.39 He outlined orally how far the French point of view was met by these proposals in that the program rather than being spread over 6 years, which was according to the British interpretation of the Bases of Agreement, now refers to a 5-year period. Three thousand tons of construction by France and Italy respectively, which is not permitted before 1936 by the London Naval Treaty, is excluded from this 5-year building program.
