81. Grandi returned yesterday from Geneva. I have not seen him, but I have ascertained from a Foreign Office official who came back with him that it is believed that the tension between Italy and France has diminished owing to opposition on Italy’s part to the Austro-German Customs Union, which came as a welcome surprise to France; also that the French attitude toward Italy is so changed that it now [Page 420] appears likely that after all something may come out of the Franco-Italian negotiations. Paris will receive cipher text by mail.
