86. Received your No. 81, June 20, 11 a.m. I at once saw the Chancellor and Under Secretary von Billow after our Department conversation. The nature of the desired communication is entirely understood.
It has had to be prepared under pressure as Von Hindenburg is in East Prussia. You will, I believe, find the draft, which I have seen, satisfactory.
By midnight I expect to receive the final text and to begin encoding it.
