Excellency: I have the honor to refer to Your Excellency’s note, dated October 27 [24], 1931, by which you were good enough to inform me about the proposal set forth by the President of the United States in his statement of June 20, 1931, concerning the postponement of payments upon the debts of foreign governments to the American government during the fiscal year beginning July 1, 1931.
I have the honor to inform Your Excellency that my Government has now instructed me to state that it is glad to accept the proposal made by the President of the United States, referred to above.
