Reference is made to my telegram No. 81, July 14, 11 a.m. Although I have not received any official notification, I have learned informally that at last this morning the Belgian Cabinet decided to send representatives to the London Conference. The delegation will leave tomorrow. An attempt is being made now to follow up this decision by a notification to the Bank for International Settlements of provisional postponement.
