The Acting Secretary of State to the Ambassador in Great Britain (Dawes)55

261. For Ambassador Dawes and Mr. Livesey. We now believe that we have the texts of all documents with the exception of certain minor detail provisions and Appendix 2 to the Report.56 The Department has no suggestions to make regarding them. It understands that it is not necessary that any American representative sign or approve them. Ii any Government later consults us we will say that the Protocol is not inconsistent with the President’s proposal. You may so state informally.

Wire any important changes of text and the text of Appendix 2 as soon as available.
