264. From Gibson. After the end of the Conference of Ministers yesterday, the Committee of Experts resumed its meetings.

As can best be seen now several days will be taken up in collating the basic facts. General Dawes will be back in London by the time that work is completed. Technical experts who rely upon their Ambassadors for political guidance are representing the other Governments. As soon as General Dawes is settled here it seems to me that [Page 169] the normal course would be to have Livesey depend upon him for guidance and to have me return to Brussels. Of course I would not leave before the General could take over conveniently.

Secretary Stimson, with whom I have discussed the foregoing, authorizes me to state that he concurs. Gibson.
