letter addressed to him by the
Secretary of State under date of March 11.38
“I have the honor to acknowledge the receipt of your letter of February 25, 1933,39 enclosing the text of a resolution adopted on February 24 by the Assembly of the League of Nations, providing for the appointment of an Advisory Committee. You inform me that the Advisory Committee set up under the terms of this resolution held a meeting on February 25 and requested, in accordance with the instructions of the Assembly, that you convey to the Government of the United States an invitation to cooperate in its work.
In reply, I am happy to inform you that the American Government is prepared to cooperate with the Advisory Committee in such manner as may be found appropriate and feasible. As it is necessary that the American Government exercise independence of judgment with regard to proposals which may be made and/or action which the Advisory Committee may recommend, it would seem that appointment by it of a representative to function as a member of the Committee would not be feasible. However, believing that participation by a representative of this Government in the deliberations of the Committee would be helpful, I am instructing the American Minister to Switzerland, Mr. Hugh R. Wilson, to be prepared so to participate, but without right to vote, if such participation is desired.”

- Authorization is given to you to act in accordance with the provisions of the letter quoted above. Of course, you will not commit your Government in regard to any matter without first obtaining from the Department express and definite authorization.

- It is my request that the above be kept confidential until there has been time for me to prepare a statement to be released with the reply here and until I have so informed you.
