509. Embassy’s telegram No. 1238, August 14, 6 p.m. Except in strict confidence to you and the Ambassador at Chungking, the assurance set forth in item 3 of paragraph 1 of our telegram No. 451 of August 1, 11 a.m., has not been communicated to anyone by the Department.

Although the above is for your information, you may so inform the Foreign Office if occasion should arise whereby you feel it would serve [Page 726] some useful purpose. In addition you may say that the apparently complete disregard by the Japanese armed forces of the spirit if not the letter of the Japanese Government’s promise is deprecated and deplored by you and your Government.
