The Ambassador in Japan (Grew) to the Secretary of State

- Prince Tokugawa has been engaged during the past three weeks in
organizing a committee to represent the donors as widely as
possible. This committee met yesterday evening and adopted a
resolution in translation as follows:
“Resolved: That the contributions were made for the purpose of manifesting the sympathy of the Japanese people toward those persons who were wounded and the families of those persons who were [Page 557] killed on board the United States gunboat Panay and the three American steamships on December 12, 1937,-during the Japanese military operations on the Yangtze River directed at [the enemy?], and in consequence of attacks mistakenly made by the Japanese forces; and that the disposal of such contributions in keeping with the original purposes for which they were made shall be left entirely to the discretion of His Excellency, the American Ambassador, Mr. Grew.”
