185. We are informed by the Foreign Office that official Japanese reports from Peiping indicate that prospects are favorable for settlement of the brush which took place this morning near Peiping between Japanese and Chinese troops. It was stated at the Foreign Office that [Page 315] “our military people seem to believe that the firing by Chinese troops which started the incident was not premeditated.”
