49. Major Watson proceeding on destroyer Gilmer, which left Hampton Roads this morning. He will probably arrive at Santo Domingo September 12. He is being designated as Naval Attaché with a view to his assignment as Food Administrator, as requested by the Dominican Republic. Further formal instructions follow.
