The Acting Secretary of State to the Minister in the Dominican Republic (Curtis)

Washington, September 6, 1930—2 p.m.

45. The Bed Cross is sending Mr. Ernest J. Swift, Director of Insular and Foreign Operations, to confer with you and with the Red Cross representatives already at Santo Domingo and to make such reports to the head office as may be the basis for any further action by the Red Cross. His functions will be confined to acting in an advisory capacity and to making available to yourself and others who are directing the relief work his very extensive experience in tropical relief work.

Mr. Swift will arrive Monday afternoon via the Pan American Airways.
