The Minister in the Dominican Republic (Curtis) to the Acting Secretary of State

12. The Vice President has presented his resignation and the Dominican Government promises legislative annullment of all amendments to the electoral law made since 1924. With this information Cabot4 has gone to endeavor to prevent bloodshed between the revolutionists and the troops sent out to stop them. The retirement of Alfonseca should restore to the Government the firm allegiance of the Government’s leaders throughout the country. There is no reliable news from Santiago which is almost certainly in the possession of the revolutionists.
