Your 138, November 14, 10 a.m. While I fully appreciate your desire to be helpful in the present difficult political situation in Cuba, yet I am somewhat troubled at the implications involved in your taking any initiative in extending good offices between President Machado and the Opposition leaders, particularly in your saying anything to the Opposition which they might take as encouragement at this critical time. If President Machado asks your informal cooperation and help, the matter would have a somewhat different aspect. I think you should be very careful not to originate any move which might be interpreted as interfering either by the Government of the United States or by you personally in Cuban internal political affairs.
