The Minister in Colombia (Caffery) to the Secretary of State

Sir: Referring to previous correspondence in connection with the matter of the use of private lighters in the port of Buenaventura, [Page 648] and with special reference to my despatch No. 1237 of May 16, 1930,13 transmitting copies of a telegraphic exchange of communications between the Grace representative at Buenaventura and Dr. C. A. Urueta, their legal adviser here, I have the honor to report that Dr. Urueta informs me that while I was in Washington he instituted an appeal before the Council of State against the 15% tax on lighters.
Two days ago the Council of State suspended provisionally the decree of the Minister of Hacienda imposing the tax of 15% on lighters in the port of Buenaventura while the whole matter is being studied by the Council of State.
