Department concurs in view expressed in your paragraph 2, but queries the point “demanding that the Chinese set aside the judgment”. Department hopes that it will be possible for you to work the matter out with the Chinese Government so that the action of the Chinese Magistrate will be ignored without formal action in regard thereto.

Department has discussed the matter with Chinese Minister here, and there is concurrence in the hope that the matter will be settled after your arrival in Nanking without leading to the creation of an issue.
