234. Department’s 105, March 25, 5 p.m. Legation’s mail despatch No. 53 of March 153 transmitted copies of Legation’s communication to Yen54 supporting Gauss’ protest against monopoly and pointing out that the establishment of monopoly would contravene Sino-American treaties. Gauss keeps Legation fully informed and the Legation [is] only to communicate again with Yen if and when such further action seems desirable. No protest has been made to Nanking since the Central Government has no actual authority in Shansi and since a protest to Nanking if forwarded to Yen would be expected [sic] only to irritate him.
