Following telegram sent to the Legation:
“June 20, 5 p.m. The following customs notice appears as an advertisement in today’s papers issued by the Superintendent and Commissioner of Customs:
‘The public is hereby notified that the National Government has issued the following:
- A.
- The Tientsin customshouse is to be closed temporarily.
- B.
- The Customs staff there is to be withdrawn.
- C.
- Cargo destined for Tientsin will be released upon [liquidation] of all fiscal obligations.’
Repeat[ed] to Department and Nanking.”
