Department’s 94, December 3, 6 p.m. Since my telegram No. 161, December 5, 2 p.m.,²⁶ transmits formal notice that the services of the Naval Mission will terminate on January 31st next, I shall be gratified if Lieutenant Commander Blandy’s appointment can be announced. The effect here will be beneficial.
