1. Department’s telegram Nov. 7, 5 p.m., received and deciphered. It is my opinion that the Provisional Government fully controls the country and is supported by the people. Do not see the necessity of postponing recognition until after Nov. 15, since conditions appear to be fulfilled here which justified recognition of present Argentine Government.
