104. On Thursday, September 18, you will please inform the Foreign Minister that you are instructed by the Government of the [Page 387] United States to enter into full diplomatic relations with the new Argentine Government, thus constituting recognition thereof.
An announcement of this will be made here late Wednesday afternoon. Until released here, the above should be treated as confidential. Similar action will be taken as to Bolivia and Peru.
