The Minister in Honduras (Lay) to the Secretary of State

111. Referring to the Department’s instruction No. 1, May 21, and telegram from American Legation, Managua, to the Department June 13, 4 p.m. President Mejia Colindres told me this morning that he would be pleased if negotiations in the boundary dispute were reopened and a boundary commission created as soon as possible. He said that the fixing of the boundary between Honduras and Nicaragua promptly in this way would accomplish much to avoid the disputes along the frontier and thereby create a better understanding between the two countries.

I am awaiting instructions from the Department and further advices from American Legation at Managua before taking further steps mentioned in Department’s instruction.
