29. Your telegram No. 24, May 21, 6 p.m. In the presence of the Minister for Foreign Affairs and myself the President of the Republic this afternoon telegraphed instructions to the Honduran delegation in Washington which were in translation substantially as follows:
“I instructed you that you had ample powers to discuss the boundary question with Guatemala in all of its aspects. I now confirm these instructions.”
