The Chargé in Bolivia (Hibbard) to the Acting Secretary of State

18. Department’s telegram No. 16, March 5, 5 p.m. I spoke to the President this morning in accordance with the Department’s instructions. He expressed great pleasure at the message and stated that he was sure direct negotiations in Washington were the most practical means to reach a satisfactory solution and that he could never have accepted another commission. He added that he was prepared to start these negotiations as soon as the conciliation agreement was fulfilled and that he would send Abelli to Washington as Counselor of Legation with full powers to conduct them.
