15. My telegram No. 14, February 26, 5 p.m.63 The President in his conversation with me last night stated that Bolivia accepted the proposal of the neutral Governments to begin conversations between the diplomatic representatives of Bolivia and Paraguay Embassies. In my opinion this is not clear in the note which I have now translated in full and am coding. He further stated that he had entire confidence in the justice of the United States but would naturally take every precaution to safeguard the rights of Bolivia.
