Excellency: I have duly noted Your Excellency’s Aide Mémoire of February 3 [8], 1930, setting forth the views of the Government of Brazil with respect to the Bolivia–Paraguay question.
Your Excellency may be assured that the Government of the United States highly appreciates the friendly interest and cordial attitude which the Government of Brazil has maintained toward the efforts made by this Government and the friendly Governments associated with it to bring about a settlement of this controversy.
