There is no connection whatsoever between the Uruguayan proposal for the exchange of Forts Vanguardia and Boquerón58 and the suggestions of the neutral Governments for a settlement of the fundamental question at issue between Bolivia and Paraguay. Neither is dependent upon the other. Please call this to the attention of the Minister for Foreign Affairs in reply to his statement that the Bolivian Government has not yet studied the neutral note as it is awaiting the results of the representations of the Uruguayan Government relative to completion of the terms of the conciliation agreement.
