The Chairman of the American Delegation (Stimson) to the Acting Secretary of State

73. For the President and the Acting Secretary of State. Since the French delegation cannot participate until a new government has been formed, the Conference has been adjourned until February 26. The performance of important informal work will not be interfered with [Page 28] by this recess. The adjournment was recommended by me to the Prime Minister because I felt that otherwise the Conference would have an appearance of futility; it is also our hope that the return of the French delegation will tend to be hastened by the knowledge of the fact that the adjournment was made necessary by their situation. It is also our hope that the pressure for news on correspondents will be lessened by the fact of adjournment.
