The Secretary of State to the Minister in Switzerland (Wilson)
112. You are instructed to proceed to Geneva and to sign the protocol relating to military obligations in certain cases of double nationality, concluded at The Hague, April 12, 1930. The last day on which the protocol remains open for signature is December 31, 1930.
Please inform the Acting Secretary General of the League of Nations that the President’s full power to sign the protocol has been issued to you and will be forwarded by the next mail. It is hoped that the exhibition to the Acting Secretary General of the present telegraphic instruction will be accepted by him as sufficient authority for you to sign the protocol of April 12, 1930.18
