53. Conference number 21. From Miller. At commission on territorial waters April 7, I proposed that the commission abandon all idea of a signed convention and submit to the Governments for their future consideration and study a report of the studies and deliberations of the commission; that action will be followed. There will be no convention or draft convention on territorial waters but merely a report of the commission which will contain an account of the proceedings, the points of agreement and of difference and drafts of certain articles provisionally agreed upon and hoping for a further conference on the subject in the future.
