49. Commission this afternoon completed chapter on ratification, revision, and denunciation of the convention. Inasmuch as it is distinctly understood that all texts are subject to revision at the general conference and as no new amendments are in order, I shall not telegraph texts of these articles unless you so instruct.
A few pending amendments to the second reading text are still to be considered but it is anticipated that all amendments of substance will be disposed of in tomorrow morning’s session and that the remainder of our time will be spent in approving the final drafting and the report.
