Yesterday the Secretary declined either to affirm or to deny press inference that because Gibson had had conversations in Paris it was probable that he was going to Rome, or that he had any instructions. It would be better, no doubt, that Wilson absent himself from Paris and that you avoid discussion of the subject as far as possible.
