The Government yesterday instructed the Japanese Ambassadors in Italy and France to address inquiries to the Governments to which they are respectively accredited, and to express verbally the views which you outlined to Debuchi. I understand that the text of Government’s instructions has been repeated to Debuchi for your information.52
