261. Gibson is sailing for Europe on October 18 and will arrive in Paris on the 24th. After his full consultation with the President and with the Secretary of State here, the Department desires that you take him to call upon the Prime Minister and the Minister for Foreign Affairs for the purpose of discussing Department’s telegram No. 260, October 16, 6 p.m.

  1. A similar telegram was sent to the Ambassador in Italy instructing him to take Mr. Gibson, who would arrive in Rome on October 29 or 30, to see the Italian Minister for Foreign Affairs.

    The Embassy in Japan was informed of these steps by Department’s telegram No. 191, October 16, 7 p.m.; not printed.
