The Ambassador in Turkey ( Grew ) to the Secretary of State

Department’s 1, April 3, 6 p.m. Minister for Foreign Affairs confirms my supposition that proposed alteration in texts of notes is merely to conform to the texts of notes to be exchanged with other powers. He again confirms our understanding that we shall negotiate [Page 814] a brief and simple commercial convention of the type already agreed upon and states that our negotiations may commence at any moment agreeable to the United States Government.

The modus vivendi notes cannot be exchanged until the new law has been promulgated, which will probably be within a few days. In any case the Minister promises to give immediate instructions to the customs authorities to accord to us most-favored-nation treatment after April 10th. I return to Constantinople tonight.
