Legation’s 160, June 12, noon;1 162, June 13, noon: and 164, June 13, 5 p.m. The Department regards with interest the proposal to construct roads in the bandit areas but before authorizing you to discuss the subject with the Nicaraguan Government desires to receive from you a report describing the roads it is contemplated to build, the number of persons who would be employed, and related features. In this connection you are advised that it is the Department’s opinion that any road construction undertaken should contemplate the permanent needs and economic advancement of the Republic as well as immediate military advantage.
